Opening ie for chat application

I have developed a simple chat application (ASP.NET web application with C#) for using it as an intranet application in my company.
As soon as a user is logged in, he'll get to see the list of all the users who are already logged in. Now, if the user wants to start a conversation with a person from the list (ping the required person), a popup window must be opened in the PC of the required person (the required person is already logged in). Please help me in resolving this.
