Finding months of a year

Hi everyone, i have a monthly report in which have a dropdown list, from which user select the year,and i want to see the all 12 months in my report
e.g:
DropDownList for selecting year.

Month Field1 Field2 Field3 Field4
----------------------------------------------------
jan
feb
march
.
.
dec

Please help me

how your data stored in table? give small eg

in my table named FileRegister there are 5 fields id,fileno,title,currentstatus and daterecieving.
when user input 2012 year the report only show the data for those which in datereceiving.
