i am now working with windows application, now i try convert my application to exe file.. but i am struggling in that custom setup for exe creation. in custom setup wizard i mention the target folder,agree or disagree option,print option, read me files, web links on that wizard, specfied a version of a software, and so on...

Applications are already exe file so there is nothing for you to "convert".

i just now only create my project, but my client ask to customize setup wizard then how i convert to custom setup wizard for exe creation..when client install my exe file its takes some legal option before install... now how can i made it?

I have no idea what anything you wrote means. Sounds more like you need to read the documentation for whatever you are using to create your setup package.
