There are only 2 Indian states (West Bengal and Kerala) where there are no restrictions on beef and 2-3 others where slaughtering is banned but beef consumption is allowed. All other states strictly prohibit both slaughtering and consumption. A few states allow slaughtering only if the cattle has been certified "OK" for it.

That is partly true. The only beef India officially exports is buffalo meat (carabeef, that is). And that's because very few states have banned buffalo meat. Cow (bull, calf, etc.) meat is banned in almost every Indian state.
