Yes, or if you upgrade to one of the express editions of the 2010 release, you could use XNA Game Studio to help develop. Link[^]

Nope because Visual Basic has a limited tools...
use other app. like GDK to develop 3d games...

Yes it is.
For example, have a look at the XNA platform[^] which facilitates game development in the .Net framework.
