No one (this is a very slight exaggeration) is in a software business. They're in the business associated with the end product that happens to contain software. Most of them see their software team as a cost center. Those running The Business are the ones rewarded with high pay and bonuses, and there is little understanding of the importance of software design excellence, let alone how to achieve it.
Microsoft? People working on Office are in the office productivity business, not the software business. I would say that the only exceptions are those who sell software that others then use to also make software.

Still have the big advantage of probably using their own product.
Which is one of the most important aspects to have a good balance between sales / management and software... If they understand it and see the advances from version to version.

I don't understand how things will NOT change under new ownership. Eventually, they always do, right? And when they do, some changes are terrible.

The new owners will need to make money out of it. Either they asset-strip it and sell it on or, perhaps more likely, they fund further development to maximise monetisation and growth. Either way, I agree: Things will necessarily change.

Nice read from Joel and good for him. I didn't realize he was a founder at SO...also didn't realize that SO only started in 2008.  I remember how it was before that and still have the relics from Barnes & Noble on my bookshelf! (including Joel's book)
