Probably, the cost would come down considerably from that, if we were to do it for real. Partly economies of scale - we wouldn't build just one, Star Fleet didn't so why should we? Partly because we wouldn't build the damn thing at the bottom of a gravity well. Use asteroid materials for the bulk of it and it's just a case of guiding them into earth (or lunar) orbit.
The real cost involved in building it will of course be packing all the consoles with high explosives the way Star Fleet always does...

I've recently watched most of the series's, and I agree, it's amazing just how many sparks and explosions their computers make.
