Well, back then, everyone had a rifle and learned how to use it (if not for defense, then for survival). Concealment, stalking, evasion, and adaptability - skills equally necessary to hunt game for food.

How else would one interpret it? In order to be "well regulated", you had to have arms and training that were sufficient to enable you to successfully "provide for the security of a free State". How can that be accomplished with a single-shot .22 rifle?

Actually, it usually works out pretty well. This is an unusual (and terrible) incident. Generally speaking the police don't need guns because the vast majority (over 99% probably) of the people neither have access to or want a gun. Even if these poor girls had been carrying it looks like it was a trap and they may still have been killed.
I also know that most police in the UK don't want to carry guns since they feel that will encourage criminals to use them, so heightening the risk. Yes, some criminals do and have always carried but most don't.
What's stupid is making a stupid remark with little or no knowledge and making it sound like you're crowing over their deaths because it makes your point. Shame on you.
