20mm == 0.78 inches (about 3/4 inches). So, no it doesn't surprise me that it could stop and seal a bullet. If you read the rice article linked to by Fox, then you'll read that the material melted which helped stop and seal the bullet.

Sorry, misremembered the thickness, should have been 20nm. So, yeah, that is surprising...
