This is from a major metropolitan newspaper, telling us that a company is doing exactly what it is supposed to do: increase their customer base.
Metra maps strategy to attack stagnant ridership[^]

Concerned about stagnant ridership, Metra is preparing to launch a campaign designed to attract new passengers, especially commuters who drive to work, officials said Thursday.

Yes, I'd say the train isn't a valid option for those that say, walk to work.

Particularly gripping:
"We want to target those people sitting in their cars on their way downtown," Carlton said. The campaign is expected to begin in the next month, he said.

Billboards. There is a newspaper article about the local commuter train company buying billboard space.
