I'm not sure Microsoft have put much time into VS2012 on Windows7. I think they're entirely focused on running everything on and developing for 8 at the moment. For the longest time I didn't even install VS2012 on Windows7 because every reference I could find to it implied by example that it only worked on and for Windows8.
I'm not surprised Windows8 targetted stuff runs up on Windows7 though, they won't have changed much in the way of Kernel API or boostrap at the same time as abstracting the whole thing for WinRT. I have to say the whole business has gone more smoothly than I thought although they've been at it longer than most people realize. Carving out the Win32 API as an absration they can float off so that the kernel can go to managed code or be replaced has been in the works since at least 2006. A big project indeed.
