Well... Your post could have been misunderstood by some people because you can vote there and they thought you want to advertise your own project to get votes. If you state clearly that you are not involded with the project and just think it is a great idea worth sharing it should not be considered to be spam (just as you did in your post now - fair enough).

Yes. But we are afraid of spammers and trolls, so a "new guy" can easily get a post voted for spam if he does not exactly say what he means.
