I am still seeing the error, and I have hit Ctrl+F5 with no luck so far. Tried both last night and now again this morning.

Try (in IE) Tools -> Internet Options -> Content -> Clear SSL State
Then try browsing in whichever browser you normally use.

That's truly odd. This may be a dumb question, but have you restarted IE? (as in: shut down all instances completely, then reopened?)

I have gone so far as to reboot my computer, still no luck.

It may be that the SSL state is being cached upstream from you.
That's annoying. I'll ask around for more ideas.

When attempting to download source code for PDFReport.zip, if I select "save file", it proceeds to download logOn.asp page instead.

Isn't this because you are either not logged in or your session timed out so something so the link would (if you clicked it) redirect you to the login page but since you did save link as it starts saving the login page. If you revisit the article and try downloading again (when logged in and not timed out) - do you still get the error? I'd be surprised if you did...

I would love to help. However, I don't see a way to add a new tag unless I create a bogus question. Hopefully, I am missing something here. I can edit and delete but cannot add new.

Do you think it would be a good idea if members with edit privileges were to be able to add new tags via the tag screen itself? I could see how this would possibly inundate the system with unused tags but in this case it would have helped, isolated as it is.

I have a little suggestion in Bookmarks. I have a lot of bookmarks to excellent articles in Codeproject but there is no way I can track them as "Read" or "Unread". It would be great if you have a little feature in mind to colour bookmarks on the click of a link to differentiate them from read and unread.
This could sort based on read and unread bookmarks as well. The only problem I see for this is that messages are bookmarked as well.

When I'm signed out code formatting in preview works OK, but when I sign-in it stops working:
