If you see someone lying on the road, it's not always that the man is drunk. There was an incident where the man had his one side of body paralysed and fell down. The passing by people was ignoring him saying that he's a drunk man, but no, someone checked him, he couldn't speak well. He called for an ambulance and he was taken for the treatment. Not everyone lying somewhere is drunkard.
Still, on the other case, it is common here that some thugs lay on not so busy roads to stop the passing vehicles and loot them if they stop.
Your action can help someone or put you in danger. That's how it works. I think one should stop and check the person on busy localities but avoid doing so in nights on lonely roads.
