It's far more than about Rs. 3/- for the banks, as this is the one of the several standard practices they will have to follow if they want to be recognised by the RBI as a bank. Furthermore, there's an ombudsman that you, as a customer can escalate issues related to the bank (even if it's a matter of 1 paisa), and the ombudsman can do pretty nasty things to them if they found them guilty.
It's about them wanting to keep their image as a bank, and follow the protocols. It's not about 3 Rupees. They don't care about it either.
These are some rules that a bank has to follow. Forget about Rs. 3, I remember my case when I went to close my Standard Chartered account. I transferred all the balance through NEFT but it had 10 paise only in the account and I had to tear my first cheque to withdraw that amount from bank. When asked what is need of withdrawing such a small amount, they just mentioned that it is the rule from RBI and the bank has to follow it before closing an account.
I just got an email from some fraud/spammer with nothing in email body but a word file attached. Here is the content of that file
