It probably is that but I don't see what authorship has to do with being able to rollback a change on a question.
If I'm able to edit / delete the question I should also be able to rollback a question.
My guess is the revision page for questions is using the same code as the revision page for articles (or maybe only the table) and thus the authorship rights are (incorrectly) used.

You can use a "bypass" for that. Go to the version you mean, copy it, edit the question and paste the content of the older version. Update and done.
It is not a rollback, but at the end is the same result.

I think it has to do with "Author" points, because ProgramFox can see the moderated articles while I can't. (We already spoke about that because of spam-articles reports)
