transfer data between android devices

Hello,
I want create a program that, in it:
A device is a server and other are clients. They are in a room.
Server broadcast its address for all. Any clients can receive it. clients connect this server!
a connection between server and any clients is made and they start to transfer data.
Transfer data between a client and server or server and a client!

Does it need a modem? Does it need connection to the Internet? Does it need wi-fi?

Server and clients do need a mean to communicate. If you intend to use the wireless communication then you tipically need a wireless router (or internet connection). As far as I know you could even make one of the android devices impersonate itself the wireless router.
