why system can not find custom ProtectedConfigurationProvider assembly when put the assembly into gac and used aspnet_regiis.exe to encrypt connectionstrings?

in scenario,I have put my custom ProtectedConfigurationProvider into gac sussessfully.
it prompt can not load the assembly when using aspnet_regiis.exe -pe "xxx"
environment windows 7 X64
.net 4.5
