Get a Stream from the Server Silverlight

I send with the Server an ImageStream in the Network on the IP 192.168.178.50:4530 and i want to get him with a Silverlightapplication to view this Image.

i dont know how i can start with it.
Or what is the best option like for the TCPClient, i know it is the Socket but i dont know how i can programming it.

Client/Server communications in Silverlight should be done using WCF. You should not be passing a Stream object directly to the server.

I know what you mean, but i dont know how i can programming it. I had see i need a policysocket server. And how i can beginn to programming it. I don't know how i can start.
