I installed the tortoisesvn V1.9 for 64-bit from http://tortoisesvn.net/downloads.html.. After the installation, I re-started my CPU, but the VsTortoise tab is not on VS2010 toolbar. Did I miss any procedure? Thanks.

I recommend Tortoise, it's less intrusive and always worked great.

I used Tortoise before and it worked fine. Now, I want to use it again but did not see the tool icon on VS2010.

Tortoise is not integrated with VS, it is integrated in the Shell; and I'll advise using it, instead of any solutions integrated in VS. Why creating unwanted dependencies? You can use client which can work with anything at all, not just VS. And why going against the nature of Subversion and most revision controls? The project is a directory, that's it.
