how to scale div from center ?

I want to Resize a div from all corner like ne,se nw,sw so on, when i resize a div then top left corner is fix so please solve it without using jQuery ui.

That's a fairly old-school methodology for doing layouts. Have you thought about using a responsive layout to achieve the same result? As a developer (and not a degsigner) I have a deep love for Bootstrap in that regard, it makes layout modifications logical.

Why not jQuery? Why not implementing which is new, efficient and more importantly responsive?

As Nathan suggests, if you want to support for multiple devices, then you need to use some library like bootstrap which can give you predefined css classes to design your layout. And it is already proved that it works on different screens and devices.
