How to send notification using GCM? My condition is whenever new data inserted into table (mysql)

What I have tried:

I can send notification when i click button but i need new data inserted means i want notification

Then you need to add some code to your table handler to send a notification when the database gets updated.

We don't expect anything beyond full details of the problem, which is missing here.
