How to develop IP Camera display tool

Hi all
I am looking for someone who has worked in development projects using C++/C#.
I am planning to get involved to a project. It is CMS. It brings IP Camera images and show in the screen, record the images into DVR, enables user to access from remote.
Is there anyone willing to help me?

I want to develop a CMS. I need several things:
1. Is there any SDK that can support many IP Cameras?
2. Is anyone know how to save images to a DVR via TCP/IP?
3. Is there any method to reconnect cameras if a connection is lost?
4. I need to play DVR records. How should I do? Is there any ready-code?
