First, you'd have to understand the PDF file format. You can start

^]. It's an open format, but there's LOTS of information to cover. Once you understand that, you can move on to researching how to format and render the data in the file. Then you can start writing code...
BTW, Adobe already puts out their own version of Acrobat Reader for Android ... for free.
