How to develop custom web control in visual studio 2005

Hi guys,

When i start new project in VS.net 2005 by:

file -- new -- project -- window -- custom control library.

I cannot go to Design View to add controls from ToolBox,

There is only cs file has WebCustomControl1 class.

What is the problem???
