Solution 2

WCF (Windows Communication Foundation) is the latest framework from Microsoft for communication. For most new projects Web Services should be replaced with WCF services. WPF (Windows Presentation Foundation) is a Framework for creating User Interfaces with various .Net languages, and is the successor to Windows Forms(Sort of). As for learning these frameworks, your best bet is to go to the articles section of Code Project, select the most important subject you want to learn, and put that in the search box. You should get plenty of results to get you up and running.
