What is "un-initialize"?

Un-initialize means it should not be shown in my computer drive list. It should be like a new hard drive.

you mean to uninstall? ...although if you re-enumerate it'll come back exactly the same as when it left...

Yes, But INACTIVE option did nothing. Is there a way to make it using diskpart in xp?

If you mean uninstall (since you didn't answer my follow-up question), you can do so programmatically using SetupDiCallClassInstaller() with DIF_REMOVE function.
