Webcam recording project

Hello,

First of all, I am a "noob" in programming so just to clear things out from the start, I don't have an enormous programming experience.
I can program pretty basic stuff on VB but I am willing to start a new project which requires Webcam access and can record a video from it in a certain time limit.

I am having a lot of issues with finding clear guidance on how to make the webcam stream appear on a simple picturebox.
It is basically a "video booth" software.

I am open to learn new languages such as C# or C++.

Any help will be highly appreciated.

PS: I am 17, don't be to harsh on me :(
