You get the values out of the data base using SQL. You typically use a charting library like ZedGraph, or write your own code, to show the data in the form of a graph.

These are stupid questions. If you can't work out how databases work, you should buy some books and read them before trying to use them. If you can't type 'asp.net 3d chart' in to google, you should give up on using computers, let alone programming.
