I have been programming for several years now and am interested in create a programming blog/website where users can find some of the projects that I have created. Where can I go to set up such a site? I would like to be able to upload source or compiled code as well as add the actual code snippets to my pages/posts? Would a blogger site work or maybe something like a drupal setup be more appropriate?

Do you really want to do it, spend valuable time? I don't thing there is anything interesting here from the standpoint of programming. As to its purpose… The users could find some of your projects on CodeProject if you take a labor to post them. On your site you can only publish the reference to CodeProject articles. How about such idea?

Do a search on the internet.

You will find a number of sites that provide good blogging options (with source code as well).
See if WordPress fulfills all your requirements.
