I need to rotate window. It is used in high performance image processing software for remote sensing. Maybe it can be implemented using Desktop Window Manager (Windows 7).

Do you mean you need to rotate an image? Use OpenGL and let your GPU do the work.
 
If you're writing high performance image processing software, then I'd recommend that you learn OpenGL or DirectX and one of the GPU Technologies like OpenCL, DirectCompute, and or CUDA.
 
CUDA seems to be the top of the heap, but you'll be restricted to NVidia (At least for now) technology for that one. There is a discussion of a C++ GPU standard, that we might assume that AMD would support.
 
Those are technologies used in high performance image processing. And there are great forums available for those on vendor sites. There is far too much to learn to explain it all here.
