USB disk enable or disable

Hi All.
I have usb device, it supports mass storage(like a usb hard drive). Device has 2 luns(2 disks(not removable)). Each disk can be divided into multiple partitions and logical disks.
I want enable or disable second disk at the request. Without writing a driver - in user mode.
Anybody tried SetupDiChangeState for disable/enable disk(some device..)?
Can someone help me with this? Everything happens in Windows XP(7).
