I need to develop an offline map application in java. The application should be able to zoom in and out of the map and should store the maps in its local storage. I have no idea how to start.

here you go, maps and a hint where to start. Stick to S57 maps, as S63 need a license key and some serious action (including license costs).
 
You can get the complete US Sea maps for free, which is pretty awesome for testing and presentation purpose.
 
EDIT: If you want serious maps, you should check www.chartworld.com.
