I'm new to OpenGL. I've downloaded OpenGL application and GLUT library files. Is there anything else I would need to start programming in OpenGL? Somewhere I saw the need of MS Visual Studio. Is it true? Is there any specific system requirements? Kindly post if there's anything else I should have.....

It depends. You did not specify platform, language, almost nothing...
