I did an app for my company's internal use that loads images or let you take a picture then read them using a library barcode engine and it turned out better than I expected.
I'm sure that if you look you will find an example on the internet. I did a quick search and found the following project that I think show you how to load and read barcode from images:

I believe that running apps in emulator would be similar to running them to an actual device but since emulators have some issues you will find more issues that with an actual device.
