C#: How to make a new task (pocketOutlook)?

I've searched on the internet for it but none of the articles I read explanated my question.

I'm new to C# and VB.NET and I want to make a program to create new tasks on PocketOutlook (Windows mobile) setting Subject, date of conclusion and notes. Simply that.

I just know that I need to use this: (but I'm not sure)
