For generic OpenGL tutorials, have a look at NeHe (I'll leave googling as an exercise)

Robats arms could be imagine as a skeleton, so have a look at something like http://content.gpwiki.org/index.php/OpenGL:Tutorials:Basic_Bones_System[^]

That should get you started.
