No, it does not comes with Visual Studio 2010. You need to download it separate.

It was included with Visual Studio 2005 Team System editions, but is not included with Visual Studio 2008 Team System. With Visual Studio 2010, Microsoft no longer distributes Visual SourceSafe. Microsoft now offers Team Foundation Server Basic for smaller development teams.

Read about it here:
Wiki: Microsoft Visual SourceSafe[^]

Microsoft: Upgrade from Visual SourceSafe[^]

Though, if you want you can use VSS with VS2010, after installing this hotfix: MSDN Archive: KB976375 - TFS: VSS integration with VS 2010[^]

Thanks losmac.
When programming in VC6 our source goes into "Visual SourceSafe 6.0" (VSS) on our server.

For Visual Studio 2010 we need also a licence for Visual Studio 2008 to get a compatible of VSS which is still not a real client/server. Microsoft seems to stop development for VSS.

This path is to expensive, that's why we now use "Dynamsoft SourceAnywhere for VSS" as real client/server on top of VSS 6.0.

Dynamsoft SourceAnywhere for VSS is selected in the source control plug-in selection of Visual Studio 2010 with the Visual SourceSafe environment and plug-in settings.

Dynamsoft have also developed a SourceAnywhere based on ms sql-server which can import the complete VSS database.

You can download Visual SourceSafe 2005 and use it with VS2008, VS2010, even VS2015 and VS2017 also.
