Creating a Website in MULTIPLE Languages (English and Arabic)

Dear Frnds,

I have Created a Website, and Finally i need to display it in multiple languages as English and Arabic.

This is the first time am creating a multi language website.

Please anyone can suggest me , Step by Step Process to achieve this.
