Website for developers and potential customers to connect?

I'm looking for sites that let people post what they need developed/programmed/designed and where developers can bid on it.

I was referred to some sites a few years ago but having a Teflon-brain, I've forgot the sites names.

any help would be appreciated!

PS: I am a developer not looking for developers.
