How to Skin the Scroll bars for the whole application?

I　have try to skin the scroll bars for the whole application,but failed, some contrls like listbox in combobox, the scroll bars cannot skin.
Anyone has a good idea?

You have not explained how you did this but I am assuming you did not try Window subclassing[^].
