Which XML? Why are you asking this question here and why it's tagged as "ASP"? Do you want to do it programmatically? If not, this is an off-topic post. If yes, you should tag platform, language and other relevant detail. And you need to formulate your question properly and explain your purpose.

Solution 1

There is not such thing as "just XML". You need to supply some XML schema and mapping rules to represent data as XML. This way, the question is not formulated unambiguously.

In particular, you can export your workbook as HTML. This HTML will be a well-formed XML.
