how do sites run in IE without asking for “allow scripts/activeX” using html code, c3 code.

Solution 1

Most don't, because ActiveX is an insecure addon that is disabled by default, and is strongly recommended that it should not be turned on.
Most sites get by quite nicely without needing ActiveX controls at all.
