Totally incorrect question. All you can do is learning about each concept separately.

In short, In POP the main emphasis is on procedure while in OOP the data is important part.

For full detail, look here:
PDF: OOP Vs POP[^]
Difference between procedure oriented language and object oriented language [^]

A good explanation here[^]:
Object Orientation [OO], in general, is a methodology for modeling the real world or at least the problem being solved, by decomposing the problem into smaller discrete pieces called "Objects".
Whereas
Procedural Programming, by contrast, is a methodology for modeling the real world or the problem being solved, by determining the steps and the order of those steps that must be followed in order to reach a desired outcome or specific program state.

Sorry, I think these definition is a cliche based on a number of misconceptions; and these are majorly driven by the fashion.

OOP or POP per se are far from modeling the real word; and they do not have to be used in this way only. This is ideology, not real practice or good development method, or something. This is a very shaky ground to discuss seriously here. POP can be used to do development following some model "object-oriented" philosophy, and visa versa, and such approaches are not always the abuse. I have stronger and stronger impression that a lot of philosophical or ideological literature on computing is written by people who are not well familiar with really serious programming, having the attitude of the journalists. If you read the articles of people addressing some serious cutting edge or really deep theoretical problems, such cliche considerations are never used.

I came to understanding that OOP, POP or FP should be understood as technologies, and we should avoid the approach where such technologies affect the way we model real or not so real world. This should be separated and also thoroughly thought of, but without submission to ideological cliche. Amazingly, many practical programmers are highly influenced by that literature I mentioned above, because it sounds very "clever" and very abstract, which is always valued in programming. But they are not clever. The developers should open their eyes and use more critical thinking, as well as creative freedom.

All of a sudden, it turned out into a whole manifest.

But anyway, I cannot be fooled by the sweet fairy tales telling me about modeling of real world with objects, not anymore. OOP is one of the greatest things, but we should develop a sober view of it.

Comments are welcome.
