I am developing an utility to connect my PSTN (Land line phone) to my computer and attend all incoming calls from my computer.
I have search many times on Google but could not find right thinks all that i found about VoiP.

Please help me to develop such program. I want to use java.

what kind of telephone line? analog, ISDN, VoIP?

That is in any way a hardware question, you will have to connect to the phone or the phone line:
USB(connecting to phone device)?
modem (connecting to phone line)?

which OS? if windows then configure dialer for your system and try by outgoing calls.
also check is modem really voice modem? mine is data modem , i was able to dial a call with noise or fax data.
Once all setup done manually then you can get some API's for accessing them via JAVA ( might be u need JNI to use windows libs)
