Auto Complete Extender for a Text box

hai friendz,
i have one drop down list(State) and One text box(City)..

If user select State i'll show Cities by using Auto complete extender..

i written coding for this it's working..

but if user won't select state i want to show all cities in that text box by using auto complete extender..

I Used Two auto complete extenders for City TextBox..but it's not workig..

Is there any way to do this one?
