create shape file using google map - earth

Hello All,

I am facing trouble in creating location wise shape file for a layer, best practice is to use google map/earth to create .kml file and the tansfer to .shp file, but it is not working,

I want to request for any hint to create any desired random polygon shape file, using google map/earth.
