please does anyone has an ideal on how executable files are created?

Write the code, build the program and ship it.
If you do not know the answer to this question how are you running this project in the first place?

Solution 1

First, download a copy of Visual Studio Express for VB: Microsft will let you have a copy if you check their website.
 
Secondly, (assuming you have SQL server installed, if not see Microsoft again for another download) design your GUI, and code up the VB parts to ties it together and interface with the DB.
 
I'll not lie to you - there is probably a lot of work involved in the second bit - but we can't help you there as we have no idea what your app is to do.
 
When you are ready, CTRL+SHIFT+B will build the EXE file.
