i want to upload an artical/code based on ceaser cipher,
when i click on publish it give an error.

The page of your article tells us it's a draft. You need to submit it finally. There is a check box on the page of your article which only the author can see when you edit it. It indicates if you are still working at it or want to publish it. After you submit it for publishing this way, it is reviewed by the editorial and eventually published after a short while.

I saw your article. I'm afraid, if you publish it as it is, you can get a lot of down votes. The article lack proper explanations, motivation, some introduction explaining its purpose and why your solution is valuable and how it can be useful for the readers. And of course, you just cannot publish such things without proper references and attribution. At least:

I strongly recommend you to review this article and add a lot more words explaining all that. Only then it might well qualify for a real article.
