I already pointed you towards ASP.NET in this answer[^]. You really need to go and spend some time learning the framework.

This is not a real question. You develop a website by writing code. You use a CMS because you want to constrict yourself to a framework for the benefit of having a framework written for you. dotnetnuke is the best known one, so I'd say it's probably the one to go for.
